Strategic Concepts in Organizing and Policy Education (SCOPE) is a community-based grassroots organization, based out of South Los Angeles, California that builds grassroots power to create social and economic justice for low-income, immigrant, women, femme, black, and brown communities in Los Angeles. SCOPE was one of the original grantees a part of the DQP Grassroots Engagement Initiative and through that, built a community base of oral health advocates representing low-income communities of color in their area and partnered with them to define the oral health problems and prioritize solutions. In the past year, SCOPE made some significant strides, establishing a strong statewide partnership with the California Rural Indian Health Board (CRIB), securing matching funding from the California Wellness Foundation, and launching a statewide dental therapy coalition.

With this proposal, SCOPE will seek to advance policy in support of advancing a community-based model of oral health workforce in California. To do this, they will formally build out their statewide dental therapy coalition, partner with members to create a policy memo, launch a campaign to garner sign=on support from partner organizations and community constituents, and build policy champions to support the legislative process. The budget for this proposal is $100,000 and supports the staff time and supplies related to building and implementing the policy campaign.
